The waiter, unable to score a pack of smokes with your tip withheld, sees the homeless man lighting up. He pinches some food from his employer to barter for a smoke, but unfortunately gets caught, and fired. For me, it's all about the Kennedy's (et al) successful effort to block Cape Wind so far - this time by blocking the cable that would connect the wind farm to the mainland.
